I have a Jira OnDemand instance and recently added Confluence OnDemand. Despite having given my users all the required global permissions through groups and/or individually, I only have two users showing in the people directory. These are also the only two users I can add to the team in a space.

After signing up for Confluence OnDemand last week, I happened to add one new person to my team today, and gave them Jira and Confluence access. This new user shows up in the people directory and can be added to any space. I have tried revoking access for my other users and re-adding them with no luck. I have reindexed Confluence also with no results.

What else can I do to be able to use and give access to my exisiting Jira users to Confluence?
