we want to be able to have all the documentation exist inside of confluence and we should be able to let employees fill out forms, have some type of learning system to show security videos and etc, and also be able to track who has completed certain security forms and etc for Audits and Onboarding.

I would recommend that you check out the Marketplace, it has apps for read confirmation and manage onboarding. I did a quick search and found izi - LMS for Confluence - Courses & Quizzes and Comala Read Confirmations.

Thank you for the quick response. I have checked the marketplace but with these apps, I still have to upload all the documentation into the LMS such as Izi or educbrite.

Izi lives within Confluence so you upload your documentation to Confluence and then uses the Izi app to create courses and quizzes. This is from the app details:
