Confluence 7.19.22 data center upload app link is missing after upgrade

I just upgraded to Confluence 7.19.22 data center on Windows. The upload app link is missing on the managed app page. I added CATALINA_OPTS=-Dupm.plugin.upload.enabled=true %CATALINA_OPTS% to the setenv.bat and restarted but still nothing.

Hi @Edward Moser and welcome,

as you specified that is the workaround that fixs issue (https://confluence.atlassian.com/confkb/after-upgrading-confluence-the-upload-app-option-under-manage-apps-is-not-visible-1388150814.html).

Please verify that you applied that fix for each node in your cluster. My opinion is that you are in a node that has not that parameter in setenv.bat file.
