I'm logged in with not licenced access. I want to comment a page now, but it is not possible. For anonym access I can choose, if he can comment that. I want to have same opportunity, to choose the permissions for user who has not licenced access

I think this requires the following two steps of configuration

1.In Global Permissions,allow anonymous access to your Confluence site

2.In project Permissions,If your Confluence site is public, you can grant permissions to people who are not logged in
