Column width not working correctly

I am trying to create a procedure template, a step by step guide on how to do different procedures in software.

I use 2 columns. One for the step number is set at 5%. The other column for the actual step is set at 95%. 

When I publish the page, some of the steps have this column width, but others do not. 

Can anyone tell me why this is happening or what I am doing wrong?

I found that the "width" parameter for the column only works if the column is in a top-leve, page layout section (the ones shown with dotted borders when showing the Page Layout toolbar), and does not work when the column is inside a section or panel added with Insert Macro...->...
