Cloud Confluence Workspace Export to XML not including usernames

Currently attempting to perform a workspace migration from Confluence Cloud to Confluence OnPrem. 

Users exists equally on both systems.

The workspace export is a Full XML export and the first time i did this, all usernames were in the xml file. 
This time around, i'm noticing that no usernames are in the .xml export and instead i'm seeing user IDs only.

When I import the XML file, the workspace owner shows as "unknown user"

Welcome to Atlassian Community! It's nice to meet you.

Are you migrating the space only over to Server, or is this a full site export? Are any of the users showing as "unknown user" deleted or perhaps had their data removed from our systems as a result of GDPR? Is the content deleted on the original instance?

Lastly, which version of Confluence Server are you migrating into?
