Cloud Apps: Forge sufficient access

we are using confluence cloud free. We would like to create apps using forge. We create hello world app following by your guide. the last step trying to install the app. It gitve me an Error: Installation error: User did not have sufficient access to specified resource(s).

How can we solve this problem?
