Clean Install Issues

I have just installed a Confluence instance on a server 2016 VM, the install went well however when loading the pages from either locahost or hostname the page loads with just plain white and blue text no theme and I cant seem to fix it.

Any ideas ?

I also did a debug from IE that returns this message

Error: 'require' is undefined

Does this happen in all other browsers as well? Are you behind a firewall or proxy?

The message you sent us seems to be abbreviated, and we'd require more logs to know what's going on. If you're able to replicate the issue in Chrome, can you show us what comes up in the Developer Tools Network console?
