I have one user, brand new laptop and fresh Chrome install but when he accesses Confluence and tries to open a Google Doc, it doesn't even ask to allow the plugin to be installed. I checked the browser and Add Ons are enabled.

what addon are you talking about? It is not an atlassian marketplace addon.
