Change background color of .panelHeader with css

Hello, I'm new here in the community and hope that someone can help me. I'm just despairing of custom CSS for a space. The requirement is that the panel macro for this space is always identical.
CSS:
.panelHeader b{
colour: #e43939;
border: dashed;
border-width: 3px;
border-color: rgb(240,240,250);
background-color: #070707;
}
Problem:
I would like to have the background of the complete title of the panel black. But currently only the title background has been changed. In the screenshot I mean the area that is currently displayed in turquoise.
Can anyone help me here?
