Cant see the configurations to create web hooks on confluene account

Hi @Rubal and welcome,

webhooks are something that happens on specific events that can be intercepted in your own plugin (like a listener). https://developer.atlassian.com/cloud/confluence/modules/webhook/

So Confluence Cloud Webhooks can only be registered through the descriptor file of an add-on, not from the UI.

There is an external app (https://marketplace.atlassian.com/apps/1222102/webhook-manager-for-confluence-cloud?tab=overview&hosting=cloud) that allow you to manage webhooks through UI.
