I have tried using this method to reset the recovery_admin but it still won't let me login:
https://confluence.atlassian.com/doc/restore-passwords-to-recover-admin-user-rights-158390.html
Step 1) Stop confluence service
Step 2) Edit the set-env.sh file
Step 3) Sudo su confluence
Step 4) ./start-confluence.sh
The KB doesn't really go into detail on where exactly to enter the recovery password line. Does this look correct to you?

That looks completely correct to me.
The other question I completely forgot though - what version of Confluence are you on?

Ah, I thought it might be. Confluence 6.5 and below have to use the database method of changing the password, they don't have a recovery function.
Have a look through https://confluence.atlassian.com/conf64/restore-passwords-to-recover-admin-user-rights-936511358.html (and remember to remove the -D line if you upgrade to 6.6+!)

This will only work if you have done everything it says in the documentation. If you miss any step, or alter them away from the docs, it will fail.
Which step did you skip?
