Cannot find "Create space" under spaces dropdown

I'd like to create a new space for my team, but I can't find 'create spaces' under the spaces dropdown...

Does that mean I don't have the authority? If so how could I get it?

To create a space, you need to either be an admin, or be in one of the groups named in the global permission "can create space".  Your admins can help you with the second one.
