I'm getting an error message saying 'An error occurred while processing your request' and cannot create a page.

I can confirm that I experienced similar hiccups over the last 24 hours while navigating Confluence.
Status is green https://confluence.status.atlassian.com/ but there might have been isolated issues due to maintenance, etc.
If the issue persists, and it's not caused by a permission issue on your end, then I'd contact Atlassian Support https://support.atlassian.com/contact/#/
