Cannot access Confluence after migration from Cloud to Server

We are migrating our Cloud account to Server (JIRA, Service Desk, and Confluence) and cannot access Confluence after the migration.  I have followed the support articles on how to import/export along with the recovery attempt (https://confluence.atlassian.com/doc/restore-passwords-to-recover-admin-user-rights-158390.html) which did not work i.e. I followed this process and cannot tell of Confluence is even started and when I try to access the local URL nothing happens.  Please help.  I have spent way too many hours on this migration already and our production envrinment is down.

Hi Jory,

Thanks for taking my phone call. By the time we talked you had used SQL queries to get logged into Confluence, (as described in: Restore Passwords To Recover Admin User Rights in case anyone else needs the queries)
