Cannot Create Database

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
Our admin console seems to show databases are enabled but users are unable to create them (can create pages, whiteboards and blogs).
The console also suggests some form of permissions should be available but we are not seeing them either.
Any idea what we may be missing?
