You may label a blog post and list the posts with that label using the content by label macro, but there is no way in a user profile's email settings to subscribe to notifications based on labels.

There are no immediate plans to implement the ability to watch pages or blogs based on label. The issue has been brought up but it will not be considered again until February 2019:
While this suggestion has gathered significant interest, we're unable to implement all of the excellent suggestions you make. We appreciate the benefits of such requests, but don't plan to work on this for the foreseeable future.
This suggestion will be reviewed in about 12 months time, at which point we’ll consider whether we need to alter its status.
