On native Confluence pages, yes.

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

On Cloud and Confluence Server/DC 6.0 and higher versions (it can be turned off there too, so you may sometimes find 6.0+ installs without it)
