Can you create a tagging/labelling library so users can only use pre-defined labels?

I do not want users creating their own tags/labels as it gets too overwhelming and cumbersome to manage.  It also makes it hard for people to search for specific information if it is tagged/labelled using inconsistent terminology.  Can I create a library with pre-defined tags/labels?
