I have numerous descriptions of creating an anchor within a confluence page. However, /anchor as well as the + button in settings do not appear to exist / work on the whiteboard. Is this another limitation of confluence?

for my knowledge anchor is not available on a confluence whitboard.
As workaround you could select an item within you whiteboard, press "Copy link to object" and then use that link (ctrl-v). Unfortunately, when you click link a new browser page will be openend

Thank you Fabio. I was thinking more of linking within the page, a way to quickly navigate from point A to point B within the whiteboard. So it does seem like it may be limited.

When you say "anchor" do you mean just an actual link to one or multiple objects on a whiteboard? If so, you can always select one or more objects, right-click, and select Copy link to object. This behaves like an anchor in a way that it will always 'zoom in' on the selected entity, and it will also display the selected area in close if you try to embed it.
If I missed the point here, can you maybe share some additional details about your requirement?

In my scenario I created about a dozen flow charts on a whiteboard. I wanted to create a table of contents at the top of the whiteboard so people could just click on the user flow they needed to validate and be directed right to that flow. Right now, as you can imagine, it is a lot of scrolling up and down which I had hoped to avoid, and I prefered not to split each flow out.
