Can we migrate our Confluence on prem to the Cloud and maintain our JIRA Server on prem

We have a substantial JIRA usage on prem and would like to preserve it.

We would like to separate our Confluence use by moving it to the Cloud and only pay for active users. Is that possible??

You can, but it may not make sense.  If they are individual silos where you never embed Jira content in to Confluence pages or link to Confluence pages in Jira it's easy.  If you are integrating the two together is where things get more messy.  In order for the integration to work, Cloud Confluence will need to have direct network access to your Jira instance.  If your Jira instance is not internet facing, you will need to make firewall rule changes to allow the inbound traffic (which your InfoSec team may not like.) This doc (actually the link in that doc) indicates which netblocks need to be allowed.  

We find that most enterprise clients that we work with receive an emphatic "no" when they ask InfoSec to allow so many IP addresses access to an internal server that contains all of the company's intellectual property. :)
