Can we create a template for AWS that uses a smaller footprint than t2 or t3.medium?

Tried to create a template with T2 and T3 small or micro but could not get this to work. Is t3.medium the smallest cluster node Instance that can be configured?  We have the same question for the db.t2.medium.  Is this the smallest DB Instance Class?

We are trying to get the smallest footprint possible to hold the initial AWS costs down.
