Can the sidebar in Confluence be locked?

I would like to lock the expandable sidebar so that the navigation tree is always visible to users.

Is there a way to remove the ability to expand and collapse the sidebar?

We've had a fixed sidebar for a long time and I think I just accidentally upgraded into the new version and there seems to be no way back. It is incredibly irritating to have that navigation sidebar pop in and out of its own volition (the UI is for managing it is too trigger-happy) and moreover not to be able to control its size. The fact that the margins are not the same on all the pages is likewise irritating, compounding the situation. I'm very unhappy.
