Hello!
I placed headers within the html macro like so and noticed that the they cannot be "seen" by the table of contents macro in the page's preview mode. However, it does appear when I preview the macro itself. What you see in the Page Preview are only the tester headings I placed outside of macros. Html nested headers like "Step 1 - Prose Barcode Generator", "Step 2 - Load Plate onto Labeler", etc. do not appear. Thanks in advance!

Hope you're doing well!
While checking the Table of contents and the HTML macro and adding headings on the HTML comment macro, on my tests here, for me it does not recognize the headings already, even if it is on the preview mode of the ToC macro.
However, I must say that the HTML comment macro is currently deprecated in the legacy editor (although you may still be able to see it there) accordingly to our documentation We're cleaning up our macros and this is no longer present on the new editor, so I'm afraid to say that it might be an expected behavior not working with the ToC macro.
I did some tests with the expand macro and the panel macro on the legacy editor, and it works without any issues there. So this means that ToC should work with our native macros, with an exception for the HTML macro, given its current state.
That being said, Carissa, if there is anything though that is not working besides the headings inside the HTML macro, please let us know, so we can look further on that!
