Can't tag a specific user in Confluence

No one on my team can tag a specific user in any comments in confluence, he doesn't show up in the suggestions.

- He is logged in the same way he always is

- I've checked his permissions, nothing has changed.

Any thoughts?

You should try after re-indexing the confluence. This should solve the issue.
