Pressing NEXT couses nothing - just form refreshed. No messages at all. The same form every time.
Does the log file say what the system is doing?

I tried the following steps:
1. Fill connection parameters in form Set up your database (part of installation)
2. Test connection is OK
3. Try NEXT button - form refreshed without a message
4. Check what files modified in last minute on server:
/opt/atlassian/confluence/logs/gc-2018-10-05_09-31-/var/log/auth.log
/var/log/syslog
/var/lib/postgresql/10/main/pg_wal/000000010000000200000013
/tmp
/tmp/hsperfdata_confluence/1629
Looks like no log on server related to my last action...
Completely no idea what can I do. Please advise!

You appear to be getting a GC log, which implies a memory error. Have a look also at the <confluence install>/log/catalina.out file for memory faults.

Tried under Windows - exactly the same behaviour.
May be it's a license issue?

... and all 'logs' under both 'Confluence' and 'Application Data/Confluence' have zero size.

catalina.out has no errors at all. looks good. info and warning messages.

i'm in stuck. how can i diagnose this situation? does some additional debugging options possible?

If you get the same on Windows and Linux, then there is something wrong with your process or download, as I'd expect them to fail very differently.
