Can`t create a template (no "Create new template")

Hello!
I want to create my own page template. As written in your instructions, go to Space settings > Content tools, then tap "Create new template" ("Создать новый шаблон" in Russian). But I can not find this tab in our settings. Where should it be located and what could be the reason for its loss? Thank you.
