Can't add Permanent Site-Wide Banner

I'm supposed to Click Custom HTML in the Look and Feel section of the left-hand panel.

@Carol Liu Your screenshot shows you are in Space Tools, rather than at the Site level. You might want to start with this page of the documentation: https://confluence.atlassian.com/doc/customizing-your-confluence-site-313467426.html
