I've taken over as a joint admin for our whole confluence, and the other admin shows me listed as an admin, but when I go to certain sites I am getting messages that say "Contact your space admin." But I am supposed to be the admin. I tried clicking the link for access and I get the message "Access request unsuccessful - your request has not been sent". I'm thinking because the person who used to control this has left the company, but I need to be able to administer the whole of confluence. Please help.

I recommend asking to be added to the confluence-administrators group: Confluence Admin Permission Levels Explained:
The confluence-administrators group defines a set of "super users" who can access the Administration Console and perform site-wide administration. Members of this group can also see the content of all pages and spaces in the Confluence instance, regardless of space permissions.
As an admin, to get access to a restricted page, go to the bottom left corner, space tools>permissions>restricted pages. If you cannot get to Space Tools go to Confluence Admin>Space Permissions and click Manage Permissions next to the desired space to add yourself as a space admin.
I can send screen shots if the options are hard to find based on my description.
