Can server based Confluence use Jira Cloud for user management?

Just wondering, Can our server install of Confluence can use our Jira Cloud instance for user management?  The instructions here seem to just be for connecting server based Confluence to a server based Jira for user management:

Or am I missing something?

No, because Cloud uses Identity manager rather than Crowd for users, and Server can't use that for users (even if it could, I don't think the access would be open on Cloud)
