Can not login to Confluence using Jira User Server

Last week We realized that we can not login to confluence. Check everything but could not fix the problem. We applied local admin password recovery but it is still not log us in. What may be the cause of this? We have not done any upgrade or change.

What is your primary User directory, and when you ran through Restore Passwords to recover admin user rights did you set the Internal Directory to first position?
