Can Rovo AI be personalized using a construct similar to ChatGPT’s “Custom Instructions”? This would allow a user to provide individualized custom instructions to the AI at the user level. These instructions would be used across all interactions.

Yes it can, when you are creating your Rovo agent.You just need to go to the manual setup and select a Default scenario. From here, you will be given the instructions text area where you will write all of the instructions such as:
"You are a project manager with a PMP certification. The goal is to help all users to pass the PMP exam by guiding them in the right direction in terms what they need to pay attention to. Emphasize on giving example questions and explanations. Avoid giving too vague answers, hallucinations and more."
This is an example instruction of course. All users will be available to see your agent.

Looks like I found the answer: They can be used in the Rovo Chat, automation rules, Confluence, and Jira by typing "/ai."

It also applies when you are having normal conversations, you just need to be direct with it.
