Can I turn added users into administrators in on-demand Confluence?

I've got the administrator account we set up when we initially requested our instance, but I'd like to add users and then designate them as administrators, able to also create users etc. Can I do that? (And what group should they be in?)

I see the groups and their capabilities, but nothing to let me add to them.

I have On-Demand as well.

Go to: Administration / Users / Click on user / Edit groups

As an administrator you should be able to add "Administrator" group to users.
