Can I restrict labels?

Is there a way to limit labels to a list of only those approved by an administrator, so that users who create new articles can select pre-existing labels, but not create their own?

As far as i know, there is unfortunately no way to limit the number of labels, the users  will always have the opportunity to create a new label :/

There is nothing I know of out of the box. There are two paid plugins, but they are for the server version. I don't see anything for the cloud.
