Can I purchase 4 licenses

I only need 4 licenses for 4 users. It's just on your website prices are shown with tier of 1-10 user with an annual payment of 1100, Does it mean that I have to buy 10 licenses minimum, even though I only need 4?

Welcome to the Atlassian Community!

Yes, Atlassian products are only available in tiered levels of users. For 1-10 users, you need a 10 user licence, even if it really is just you and one colleague.
