Can I create a custom Index?

I've created a custom template for Exploratory Testing Charters and would like them all to live in an index.  How can I create an index for these charters, similar to the Meeting Notes index?

The easiest way to do this is probably to put the same label on each page that is a "Exploratory Testing Charter" and then use a "pages by label" macro on pages and in templates.
