When we are creating a new user in Confluence they are automatic connected to the confluence_users group. This we do not want as manually created users must only be granted access to a special group. In the current functionality we have to remember to change the group after adding the user. If we forget this they user will have access to restricted area. This means that we need to remember a manual procedure to prevent a major security breach.
Can we configure that a manual created user is NOT per default added to a group ?

This is not possible out of the box. confluence-users is the default group into which all new users are usually assigned. In most sites this is the group that provides the permission to log in to Confluence. It has been discussed on this thread as well, which might be helpful.
Why don't you restrict permissions in your space (by removing that groups access) instead of remembering to delete the users from confluence-users group when they are created.
