In order to expand the usage of confluence, I need to add some members as viewers (not users) to some confluence workspaces. But I can not find that option, is it possible to do that? The idea is not to pay for additional users, just have invited people access the documents as viewers.

It is not possible to grant Read-only access to specific individuals without granting them a user license for Confluence Cloud.
You can enable Anonymous access for your Confluence Cloud Site which would allow any internet user to access you site. You can then enable Anonymous access for individual spaces, which would limit what the users could see within your site to just the designated space. If you need finer granularity than that you would have to add Page Restrictions to the pages within the Space that you wanted to prevent the Anonymous users from seeing.
If you have the Premium plan for Confluence Cloud then you can also add IP Allow Lists that specify Anonymous access is permitted only from specified IP ranges, so that Anonymous access is not available to the entire internet population.
