Can I add a header or footer when creating a Global Template?

I am in Confluence and I'm going into admin settings to create a global pate template. Is it possible to add a header and footer to this?

You used to be able to, however, the menu no longer is available when creating or editing a template.

There is a ~~bug report~~ suggestion that you can vote for here:
