Are you trying to access a Confluence instance that already exists? If so, what error message do you get when you try to access it? Can you provide a screen image of the message?
If you are trying to set up a Confluence Cloud instance for your own use you can do that by going to the Atlassian website, finding the Confluence project page, and clicking on the Get it Free button at the top of the screen. That will start a subscription to help you set up a new instance of Confluence Cloud for your own use.
