Before click inser button in Insert JIRA Issue/Filter of confluence, only 20 issues display.

If you do not limit the number of issues and leave it as select all then all the issues will be available but only 20 will show on the page and the user will have to click the link to view the Jira search. You can also click the display options to show more issues in Confluence.
