I have federated Confluence for SSO with AzureAD. I also wish to automate backups of confluence so I need an API key. This seems to need be attached to a user account which means it looks like I need to maintain a user in AzureAD now just to attach this API key the the corresponding profile in Confluence. This is a waste of an AzureAD license in my opinion.

Is there any other way to run the automated backups i.e. an AzureAD app registration or the like?

If your root use-case is backing up Confluence, this is something that apps like Rewind can do easily without the need for AzureAD complexities (and for small enough setups at no cost). Can you say more about the backup need you're trying to meet and what solutions you've considered? Is Azure storage part of your requirements?
