Automatically delete historical versions of pages and attached files is available in Confluence Data Center 7.16 and later.
How can we do this for Confluence Cloud ?
Or how can be limit the number of page versions so that we can only keep the X most recent versions; the oldest ones being automatically deleted

It's not available in Cloud. There is a feature request https://jira.atlassian.com/browse/CONFCLOUD-27701 that you can vote on and add yourself as a watcher to receive notifications. Alternatively, you can use marketplace apps to purge page versions or explore Confluence automation to help with archiving strategies.
With the Better Content Archiving app's automation feature you can define a periodic job that executes according to your custom schedule, runs a CQL query and deletes (or archives) the resulted pages and blog posts. See the automation with the "delete" action in the bottom of this screenshot:
Because the CQL language offers great flexibility, you can easily collect the "old" pages even if you have a very complicated definition of "old" based on view date, modification date, creation date, labels, etc.
Note that it will delete the whole page, not only versions, so this is not exactly what you described in the question, but it can even be better or complementary.
