When I receive a new client, I copy many template pages into that client's folder that will then be updated and changed later on with client specific information. Is there a way to automatically generate numbering and {{client name}} as the title for these pages once they are copied and moved under my parent page? I would need them numbered in the order I copy them over in, and titled the same name as the parent page. The title would need to say the client name, and then the name of the specific document I am copying. So if I copy over "Process Doc" I would need it to read [[client name]] Process Doc. Is there a way to do this?

There's a Copy Page Tree app that allows you to add prefixes / suffixes to page titles and I'm pretty sure it could be used for your Client Name use case. (There's also a Copy Space app from the same vendor)
There's also a way how to add numbered headings .
So you can create a template space with numbered headings and then use a Copy Tree/Space app to add Client Name Prefix. Or the other way round, Copy Tree/Space while adding the prefix , then apply numbering in the new space.
