One of our servers is behind a rather strict firewall (DMZ). It can check the availability of plugin updates, but it can't download them directly.
For the third-party plugins there is a simple workaround: I download the plugin to my PC and upload it to the server, where I can then install it.
But what about the generic Atlassian plugins like
Is there a download URL where I can get them and install them manually the same way as for the third-party plugins?

I had not noticed that the Plugin Manager itself and the Troubleshooting Plugin are also available in the Atlassian marketplace site. Downloading and installing with upload worked.
