No, it's not saying it is taken, it is saying the name is invalid. You need to remove the periods in it. I suspect you really just want ioki as the name.

Is it possible that you or someone else already signed up using your domain? I would suspect that this is the case so you may wish to check with others in your organization. The best way to get help with this is to contact Atlassian support directly and select the billing option.
