Any cost involved to get a bug fix release of Confluence server without Maintain contract

I am currently using Confluence 6.14.1 revision, and would like to upgrade to 6.14.2 bug fix release. My maintenance contract expires on 2019.Feb.20. Without a new maintenance contract, can I upgrade to 6.14.2 ?

You can upgrade to any version released before the end of your maintenance. 6.14.2 was released on the 3rd March 2019, so you can't upgrade to it without renewing.

However, I am not clear why I am obliged to pay again for the bug fixes to the software I purchased earlier ? Shouldn't a software firm be obligated for the bugs they created or failed to avoid/ take care of in their initial releases ???

Yes, they do fix bugs, in new software which costs money to develop.
