Anonymous users permission is not working

I've set "use" and "view users profile" for anonymous users on "Global Permissions", but every created space is not accessible to them (happens the same with spaces created after that change).

I have to manually set on all spaces that permission.

I've tried to restart the service without any luck.

Is this behaviour usual? It looks like a bug.

This is correct.  The global permission is a setting that allows anonymous use in general, but you need to be able to allow anonymous access on a space by space basis as well.
