Anonymous access for only one workspace

We want to allow anonymous access for one workspace without enabling the setting in the "global permissions" for all workspaces.
The reason is to prevent workspace administrators from accidentally granting access to anonymous users.
So ideally, anonymous access should remain unchangeable by workspace administrators (or without effect).
Do you know if there any way to implement this?

I'm sorry, but there is no way to do this.  You have to enable anonymous site-wide access so that individual spaces can opt into it.
