After setup login no page is displayed

I installed SQL prior to installation and configured it as per the instructions.

 

I installed the confluence server but another user finished the installation with a software key and did not connect to our SQL db.  

Now when I login I get a blank page and constant loading in chrome.

 No errors.  just spinning circle loading page.
